Kuta is best for swimming and surfing. Sanur is good for swimming and snorkelling. Tanah lot is not the place for swimming, surfing or snorkelling. Try Nusa Penida or Nusa Lembongan for swimming, surfing and snorkelling.
Kuta is the main beach, can surf and swim. It's a beach break, not reef, so there's a lot of people here. It's gotten to be congested with a lot of trash, so try to go towards Legian, which is further down away from all the tourists spots. Same drag, just further down. That's if you plan to stay in this part of island. Can go up north to the top of island, great place with chill waters. My recommendation will be Odysseys Surf School. I just been to Bali last October and attended Beginner surfing Lesson with them. The location is at Kuta Beach Bali. The best beach for beginners. They provide transportation from Hotel and back to Hotel which make it more convenient. They fetched us from hotel at 8:30(two session:morning(9-12 am), afternoon (1-4 pm). They provided all the necessary equipment. Started with some safety briefing and theory(30 mins). After that we practice some balancing in the swimming pool first. After some practice and we were ready to go to the sea. In the sea, the instruction was one to one and one photographer. They gave a very clear instruction. After three times tried I manage surf well. The experience was fantastic. I was glad that they have a photographer stand by so can catch every shot so nice as a sweet memory. One of the student in our group was not very good in balancing. The instructor was patient and make sure she could stand and surf. We were very satisfied with their services. At the end of the day we brought back a cert, all the photo and some unforgettable memories.
Legian (Next to Kuta), stay at Senen bungalows, very calm – 100m from the waves, it's 50 000Rp (about 4 US$)
Waves are good pretty much all yr round and november's calm (auzzies on holidays in december, europeans in june-july).

The waves are best in the summer, the dry season – June through September – when the tradewinds blow west along the legendary Bukit Peninsula (Uluwatu, Padang Padang, etc.)
However, that's also the most crowded time of year and you'll typically find every spot, from Kuta Beach to Uluwatu completely packed with Aussies, Brazilians, Japanese, and American surfers, all trying to lock into some of that famous Indo juice.
With that said, you can try the winter months, the wet season, when the winds blow east. Then, lesser known spots along the east side of the island, especially in places like Sanur, start to fire. However, it rains a lot and there aren't quite as many great reefs as there are on the other side.
In the past, my friends and I have tried to go in May, which is just the beginning of the dry season and tends to be much less crowded. However, we've also gotten some pretty bad weather and crummy conditions…which makes it a semi-risky proposition.
My advice would be to go in May or June, and if the crowds start to drive you mad, hit the road. There are hundreds of nearby islands, including Lombok, which are chock full of great, uncrowded surf spots. Plus, traveling is half the fun.
